Rasa Melnikienė graduated from the Faculty of Economics of the Lithuanian University of Agriculture in 1985. She earned a doctorate in social sciences in 2000. She started her professional career at the Institute of National Economy Planning and Economics. She participated in working groups for the preparation of draft laws, was an expert of various international projects. In 1996 she did an internship at the Swedish University of Agricultural Sciences. 1996–2000: Member of the Parliament of the Republic of Lithuania, Committee of Budget and Finance. 2001–2002: Vice Minister of Social Security and Labour. 2005: Deputy Director of the Rural Development Department of the Ministry of Agriculture. 2006–2020: Director of the Lithuanian Institute of Agrarian Economics. From 2021 to date: Deputy Director of the Lithuanian Center for Social Sciences, Head of the Institute of Economics and Rural Development. Since 2000 she has been continuously involved in academic activities, lecturing at the Lithuanian University of Law, Vilnius Gediminas Technical University, Vilnius Pedagogical University.
